In 2023 the Delhi High Court declined to halt a plan to install nearly 1.5 lakh (about 150,000) cameras in government school classrooms and live-stream them to parents, Bar & Bench reported. The petitioners, a parents' association and a teachers' association, argued that students had not been consulted and that live footage could reach people who should never see it. The court called the challenge premature and asked the government for its operating procedures.

That case puts the central design question of school video surveillance in the open. A school's cameras exist for a few minutes of real emergency and thousands of hours of ordinary days, and almost every hard decision is about who may see children on video, and when.

Why the Response in a School Is Different

Our pillar post on proactive and reactive surveillance describes response as the step where someone acts on what the cameras detected. In most commercial settings that means intervening: a voice from a speaker, a guard, a patrol.

A school's emergency response usually runs the other way. Its emergency plan decides when to lock down, shelter or evacuate, and the job of everyone involved is to make that decision quickly and get it to every classroom. In a building full of children, the response is set by that plan, and a remote operator confronting an intruder is not what it is built around.

That changes what the video system is for in an emergency. Its job is to:

Inform the decision. Show the people who call a lockdown what is happening, where, and how it is moving, within seconds.
Reach outside responders. Give arriving police or emergency services a live view of the building they are about to enter, for as long as the incident lasts.
Record what happened. Preserve a reliable account for the investigation that follows.

The CISA's K-12 security guidance for school-based law enforcement treats monitored CCTV as a detection measure and expects school policies to cover how CCTV feeds are monitored. The protocol belongs to the school; the video system's role is to serve it.

Who May Watch Children: The Law Behind School Video Surveillance

On ordinary days the same cameras raise a different question. Children's data is treated more strictly than adults' almost everywhere, and the two regimes most of our readers face draw the lines in specific places. What follows describes what the texts say about processing and access. It is not a statement of what any school is required to install.

India. Section 9 of the Digital Personal Data Protection Act, 2023 requires verifiable parental consent before processing a child's personal data, and states that a data fiduciary "shall not undertake tracking or behavioural monitoring of children." The DPDP Rules notified in November 2025 exempt educational institutions from both requirements, but only where processing is "restricted to tracking and behavioural monitoring" for the institution's educational activities or "in the interests of safety of children enrolled." Law-firm summaries of the Rules, such as AMS Shardul's, place the children's consent requirements in the phase that commences on 14 May 2027.

The exemption is a purpose limit. Cameras for safety sit inside it; the same footage used for something else may not. For a video system, purpose limits turn into access rules: which roles can view which cameras, for what reason, and with a record of who looked.

United States. Under FERPA, the US Department of Education's FAQ on photos and videos says a video is an education record when it is "directly related to a student" and maintained by the school. Its example is a hallway surveillance video of two students fighting, used in a disciplinary action. Parents may generally inspect such a record, and footage of other students must be redacted first where that can be done without destroying its meaning. Video created and kept by a school's law enforcement unit for a law enforcement purpose falls outside the definition, until a copy is shared into, for example, a disciplinary file.

Designing Live Access Before the Incident

The access model has to be built in advance, because there is no time to set permissions during a lockdown. Four roles cover most schools:

The responder row is the one most systems get wrong. A permanent login for the local police is convenient and is also standing access to children on video that nobody reviews. A better design issues access at the moment of the incident, scoped to the cameras that matter and expiring automatically, which is the same principle as issuing short-lived access tokens for any video room.

What School Video Surveillance Needs From the Video Layer

The emergency and the ordinary day produce one set of requirements:

Live views that open in seconds, in a browser. Decision-makers and responders can't wait for software installs or a recorder interface that loads slowly. A live view on a phone or laptop, opened from an alert, is the useful form.
Fine-grained, logged access. Per-role and per-camera permissions, time-limited sharing, and an audit log of who watched what. Purpose limits are only real if the system can enforce and prove them.
Recording held under the school's control. Where the footage is stored, and who operates the servers it passes through, decide who else could see it. A school or district answering a parent or a regulator needs to be able to say.
Retention and redaction that work. Keep footage for a defined period, then delete it, and be able to redact other children before an inspection. Whether that is practical depends on whether a recording can be redacted at all in the format it was made in.

Where Live Monitoring Isn't the Answer

Live-streaming classrooms to parents is the clearest example of a design that maximises viewing and minimises control, and it is the one the Delhi petitioners challenged. More viewers don't make children safer if nobody is responsible for acting on what they see. For most schools, a small number of trained viewers, a clear emergency procedure and well-controlled recording achieve more than wide live access.
